Background

In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. It provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy, including Naval Sea Systems Command (NAVSEA) and the Warfare Centers (WCs), to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) have aligned to provide seamless integrated support for twelve core Product Area Directorates that nationally are very small planning and oversight offices. The day-to-day project management, planning, staffing and project execution will be provided by the geographically diverse NSWC and NUWC Divisions.

 
RedBlack Communications

RedBlack Communications is a fast-growing, small business that provides a full range of engineering and technical services for Communication Electronic (CE) systems to the Department of Defense (DoD), and other Government agencies. RedBlack specializes in the design, integration, and fielding of mobile, modular, and fixed site CE systems. RedBlack has organized its employees to allow rapid response to client requirements in design, engineering, integration, management, and logistics services. RedBlack personnel have direct experience with all project phases including requirements definition, concept visualization, design/development, prototyping, fabrication, integration, and testing. Complementing our technical disciplines, RedBlack's logistics department provides training and life cycle support. RedBlack personnel are centered on a core group of engineers, augmented by technicians, analysts, draftsmen, integrators, and logisticians. RedBlack also provides fabrication and installation services including rapid prototyping, cable and metal work fabrication, and circuit board design in support of many (CE) systems. Many RedBlack projects incorporate command and control element communication subsystems, and provide interfaces to detectors, sensors, data processing subsystems, Audio Visual (A/V) subsystems, and transmission networks. The fixed and deployable communications systems we support also frequently include Information Technology (IT) subsystem interfaces, Line Of Sight (LOS) Radio Frequency (RF) and satellite communications systems.

The RedBlack Team

RedBlack has developed a team consisting of RedBlack; BAE Systems; John J. McMullen Associates, Incl (JJMA); and Booz Allen Hamilton.  The RedBlack Team is excited to have been awarded the Seaport Enhanced Multiple Award Contract. Our SeaPort Enhanced (SeaPort-e) contract number is N00178-05-D-4377. The period of performance is 5 May 2005 through 4 April 2019.
